Can WIMA's user interface be based on a CMS frame work?

I am not familiar with Drupal or Joomla. However, from what I have read about them, they do not have an extension that has the features that you desire. So even if you decide to use one of them, you would need to code the score uploading process in PHP or another language.

On a related note, I would strongly advise against users being able to upload to the same database that is used to display content to users of the site. Someone could upload inappropriate content and the system would display it. It is much easier for an admin to check the pieces before they are in the database than for the admin to constantly police the site for inappropriate content.
